There used to be a thread on this somewhere but maybe it got lost in the move. Can't remember the details but it's hundreds of years old and has appeared in all sorts of places. From memory, the French military used it at one point but I think it predates that.
Yep, there are several threads on this somewhere in the archives. I`ll try it again:

In some way the symbol looks celtic, but the Celts used several similar symbols. So many years ago I did some research for my website and I found a pic from an islamic artefact (11th / 12th century) discovered in the mediterranean area. It`s part of the Aga Khan collection.
Later on (about 1830) the French army used it for their „kepis“ (the kepi is a cap with a flat circular top and a visor or peak) and the Confederate army (e.g. the 4th Texas Infantry Regiment) took it up shortly after and used it in the american civil war 1861-1865. After 1984 the french police / paramedics used it again and I think that was the point Wayne, Craig or whoever discovered the symbol. Craig or Wayne once told me about it, but I can`t remember who it was. I also seem to remember that it was used in the french speaking part of Switzerland as well...
I recall going on a coach trip to watch Nottingham Forest play Auxerre in the Uefa cup in about 1995/6 and being stooped somewhere in a rather picturesque part of France by the Police, who all had the Mish logo on the top of their hats. I wonder, should I ever go again, what they would make of the tattoo on my wrist...
